No, it doesn't mean you shouldn't celebrate at all. But you got to set a time to celebrate. Maybe after a great achievement or a success.

Not necessarily after every small step.

The amount of ups you face on those steps will have equal amount of downs. And both are very important for your growth.

So stopping in between to celebrate, spending time for pleasures on those steps will create an unbalanced path.

Let's avoid that for now and focus on doing something great first.
